Store Credit Cards

I do not understand people that can continue to open credit cards and spend money that they do not have.  I have a friend who continues to open new store credit cards and add to her Credit Card Debt while she is paying off loans and other more important things.  Shopping at the mall should be a much more rare occasion for her.  I do not even know how stores allow her to open new cards when she owes so much to so many different ones.  There really should be stricter rules from the credit card companies so that people like my friend don’t find themselves in such debt.
