I have been in an unstructured environment and experienced this first hand. When the internet was first launched, web development companies sprung up with no established standards or procedures for getting work done. One of the first things I did was implement a project management scheduling system. This greatly aided workflow and productivity. Developers felt better knowing what was a priority and working to an established order. Management also learnt first hand the productivity benefits that started to manifest and saw how the environment became much more pleasant operationally.
