Did you ever think why you can just walk into a car lot, ask for a test drive, a license plate is slapped on any car, and they hand you the keys. Besides having geographic information systems the phone right there to dial 911, car dealerships probably have some sort of vehicle tracking system on all their vehicles. As many test drives that are handed out on a daily basis, they have to keep hold of their cars somehow.
