Are these fuel cells easy to use?

I am really interested in finding out more about something I saw when I was surfing the internet the other day. I came across a website that sells conversion kits for converting your car to use a car fuel cell that uses water to create energy. Supposedly these make your car much more fuel efficient so that you don’t need to use as much gas. This is a really interesting idea and I would like to find out more about how it works. Are these fuel cells easy to make and easy to use? Where can I find out more about them?
